100% of the solid will need to be removed. You should then let the wood season for a month and use the Restore a Deck Kit after the month for prep. The AC is penetrating as long as you prep correctly. You would need about 4 gallons for 700 sq. feet.

One light coat for IPE and do not back wipe, just let it dry into the wood. Shipping to ND cost about $15-$20 for 2-3 gallons. Takes 2-3 days.
